Every few years, another report lands explaining Britain's productivity problem. The analyses are thorough, the data compelling, the recommendations earnest. And yet the gap persists. UK workers produce less per hour than their counterparts in France, Germany, and the United States. The explanations typically focus on infrastructure, investment, or industrial policy. But there's a simpler problem hiding in plain sight: British firms are badly managed, and the systems that should fix this are comprehensively broken.

The World Management Survey, examining 12,000 firms across 35 countries, ranks the UK sixth globally for management quality—behind the USA, Japan, Germany, Sweden, and Canada. That sounds respectable until you dig into the distribution. Bank of England research found the UK has twice the number of firms with low management scores compared to the US and Germany. We have pockets of excellence surrounded by a long tail of underperformance. In the same sector and region, with companies of the same size, foreign-owned businesses in the UK were 74% more productive than UK-owned counterparts—a differential substantially explained by management quality.

The Chartered Management Institute puts a number on this: if the UK matched Germany's management capability, the efficiency and productivity improvements could be worth £127 billion to the economy. That's not a rounding error. It's a structural failure with a structural cause.

So where should better managers come from? The answer reveals a pipeline with two choke points, each reinforcing the other.

The first choke point: businesses don't invest

The most striking statistic in the management capability literature is this: 82% of UK managers become managers without any formal management and leadership training. The CMI calls them "accidental managers"—people promoted because they were good at their previous job, then left to figure out management through trial and error. The UK has approximately 2.4 million of them.

This isn't because training doesn't work. The evidence strongly suggests it does. The World Management Survey found that management practices account for 25-33% of cross-country productivity gaps. Even small improvements in management practices associate with up to 5% increases in productivity growth rates.

The problem is that UK employers simply don't invest. British businesses spend only half the EU average per worker on training and development. Government funding for the Adult Skills Budget fell by £830 million between 2010-11 and 2014-15. What training does happen is funded 82% by employers themselves, who prioritise senior and professional roles over the middle managers who actually run operations.

Compare this with Germany, where Mittelstand companies—the mid-sized manufacturing firms that form the backbone of the economy—invest 50% more in professional training than the European average. German firms treat management development as a competitive necessity. British firms treat it as a cost to be minimised.

The result is predictable. The Association for Project Management found 83% of SMEs have project management skills gaps. Transport and logistics SMEs report 87% facing significant shortages. In supply chain management, 50% of employers anticipate recruitment difficulties. The 2022 CBI survey found 94% of firms have skills gaps to address, with leadership and management development ranking as the second-highest priority. Everyone agrees there's a problem. Almost no one is doing anything systematic about it.

The second choke point: business schools redirect the talent that does get trained

Here's where it gets interesting. The UK does have institutions designed to create managers. Business schools train thousands of MBAs annually. London Business School alone graduates over 500. If the majority of firms won't invest in management development, surely this educated minority could make a difference?

They could. They don't. Because the small stream of professionally trained management talent is systematically redirected away from the firms that need it most.

Look at where UK MBA graduates actually go. At London Business School, consulting captured 42% of the 2024 graduating class. Finance took 26%. Technology took 21%. The "Diversified" category—which includes all manufacturing, industrials, retail, and healthcare operations combined—accounted for just 11%. Industrials specifically? Just 4%.

This pattern holds across every elite UK business school. Consulting captures 18-42% of graduates, finance 16-34%, technology 7-27%. Manufacturing destinations range from 3-16%, with most institutions at the lower end. At Alliance Manchester Business School, one of the few schools publishing detailed function data, only 9% of graduates enter Operations and Logistics roles compared to 25% in consulting functions.

The mid-sized manufacturers, the logistics companies, the service businesses stuck at low productivity—they aren't even competing for this talent. They're fishing in a completely different pool.

The salary differential makes operational roles economically irrational

Why would a newly minted MBA choose consulting over operations? The financial calculus is brutal.

At London Business School, consulting roles pay a mean of £99,866 versus £76,734 for consumer and retail sectors. But that's just the average. At McKinsey, BCG, and Bain, MBA starting packages reach £147,000-£153,000 base salary plus £30,000 signing bonuses. That's nearly double what most operational roles pay.

Even at MIT Sloan—the US school most famous for operations management, which literally pioneered the field—operations roles show a $42,500 annual gap below consulting salaries at entry level. Over a 30-year career, compounded with faster consulting promotion trajectories, this initial gap represents millions in lifetime earnings.

An ambitious graduate who has just invested £100,000+ in an MBA faces a straightforward choice. Door A leads to £150,000, prestigious clients, interesting travel, and a clear promotion ladder. Door B leads to £80,000, a manufacturing plant in the Midlands, and the satisfaction of making operations actually work. Rational self-interest has an obvious answer.

Business schools signal what matters—and operations isn't it

The incentive distortion runs deeper than salaries. Business schools themselves signal what ambitious students should aspire to—and that signal points firmly away from operations.

Walk around any top UK business school and the infrastructure tells a story. Every major school has invested heavily in entrepreneurship support systems. Imperial College operates a 24,000 square foot incubator with 12 labs and 22 offices. Cambridge Judge runs Accelerate Cambridge, a startup accelerator since 2012. London Business School maintains an Institute of Innovation and Entrepreneurship with a £2 million venture fund. Oxford Saïd requires every MBA student to complete an Entrepreneurship Project.

Now try to find the equivalent for operations management. There is no Institute of Operational Excellence. No 24,000 square foot process improvement centre. No £2 million fund for students who want to fix underperforming supply chains. Operations management exists as core curriculum—a foundational module everyone must take—but it's positioned as something you need to understand, not something you might become.

The curriculum structure reinforces this. No top-tier UK MBA programme offers operations or supply chain management as a concentration track, despite all offering Finance, Entrepreneurship, and Strategy specialisations. Cambridge Judge's MPhil bundles "Operations" with Strategy, Marketing, and Organisational Behaviour rather than treating it as a standalone discipline. Schools have added new concentrations in Digital Transformation, Sustainable Business, and Healthcare that further draw interest away from traditional operations.

The career services infrastructure completes the picture. London Business School maintains a dedicated "Head of Consulting Careers" and "Head of Finance Careers" but no equivalent operations or manufacturing lead. Top employer lists are dominated by McKinsey (42 LBS hires), BCG (45 hires), and Bain (22 hires). No mid-sized manufacturer or operational improvement firm appears among top recruiters at any elite UK business school.

The implicit message to students is unmistakable: operations is something you need to understand; entrepreneurship and consulting are what you might become.

The research incentive problem compounds everything

Academic incentives push in the same direction. The Research Excellence Framework allocates approximately £2 billion annually in public research funding based on research quality assessments. Universities that perform well receive more funding, creating powerful incentives to prioritise research over teaching and to favour theoretical novelty over practical application.

The Chartered ABS Academic Journal Guide dominates hiring and promotion decisions at British business schools. Career advancement typically requires publications in ABS 3, 4, or 4* journals—of which only about 5% achieve the highest rating. Professor Hugh Willmott described this as "journal list fetishism and the perversion of scholarship"—publications read by a handful of academics rather than practitioners.

The LSE Impact of Social Sciences Blog puts it bluntly: "Business school research often fails to connect with practice, policy or teaching, and is seldom read by anyone apart from other researchers... professors prioritise academic papers over consulting work. The problem with academic journals—as opposed to practitioners' journals—is that they are usually irrelevant to what managers and executives actually do."

This creates faculty who build expertise through research rather than working with real businesses. The LSE Business Review criticism cuts deep: "Many business schools have failed to develop curricula that satisfy the needs of employers." CEOs seek problem-solving ability and holistic business thinking, while schools "continue to teach subjects in silos—as if there is no connection or overlap between them in the real world."

Meanwhile, accreditation bodies provide no counterweight. AACSB, AMBA, and EQUIS do not prescribe specific curriculum content or require minimum operations management hours. Their principles-based approach permits wide variation in operational management emphasis—and schools have used that latitude to emphasise what's glamorous over what's useful.

Germany shows what a different system produces

The contrast with Germany illuminates what the UK is missing. German technical universities—TU Munich, RWTH Aachen—explicitly bridge management and engineering through programmes like the Master in Management and Engineering in Production Systems, which combines production technology, manufacturing systems, and quality management. RWTH Aachen sits on a campus with over 280 companies including production engineering and smart logistics clusters, creating structural pipelines to manufacturing roles.

More significantly, German Mittelstand firms don't primarily recruit MBAs at all. They develop management talent through Germany's distinctive dual education system. Approximately 60% of German school leavers enter apprenticeships combining workplace training with vocational education across 342 recognised occupations. This creates a management pathway from apprentice to "Meister" (master craftsman) to operational manager that simply does not exist in the UK.

German Mittelstand managers are characterised as "technically competent, willing to get their hands dirty"—a profile that clashes fundamentally with the strategy-and-consulting orientation of MBA programmes. CEO tenure at Mittelstand firms averages 20 years versus typical corporate 5-7 years, enabling internal promotion and reducing need for external MBA hiring. Employee turnover below 3% creates organic leadership pipelines that UK's market-based, MBA-centric system lacks.

The productivity implications are severe. UK SME employees generate £147,000 output per year versus £335,000 for German counterparts—a gap of more than 100%. A UK business with 10 employees could theoretically increase annual turnover by £1.9 million if operating at German productivity levels. This isn't about technology or capital. It's about management capability, developed through a system that actually connects education to operational needs.

The two-tier problem

So Britain has a management crisis with two dimensions that reinforce each other.

The access gap means 82% of managers receive no formal training at all. Businesses won't invest, government support has declined, and the market equilibrium is one where most managers muddle through without structured development. This is the volume problem—the sheer scale of undertrained management across the economy.

The allocation gap means that among the minority who do invest in management education, the best are systematically steered toward glamorous sectors rather than operational roles in the long tail of underperforming firms. Business schools optimise for placement metrics and salary figures that consulting and finance maximise. Students optimise for return on their £100,000+ investment. Consulting firms pay premium salaries. The equilibrium is stable—and the mid-sized firms that most need management capability can't break into the talent market.

The second gap is arguably more insidious because it's invisible. The firms that most need better management—the mid-sized manufacturers, the logistics companies, the service businesses stuck at low productivity—aren't even aware they're competing for talent. They're fishing in a different pool entirely. The pipeline of professionally trained managers exists, but it flows in the wrong direction.

AI will make this worse before it makes it better

The management capability gap is about to become more consequential. AI adoption is accelerating across every sector, and the firms that capture value from it won't be the ones with the cleverest strategy decks—they'll be the ones that can actually implement it. That means integrating AI into existing workflows, managing the change process, retraining workers, redesigning processes, and iterating when the first approach doesn't work. In other words: operational management.

Strategy consultants can advise on AI. They can identify use cases, build business cases, and produce impressive presentations. But someone still has to make it work on the warehouse floor, in the logistics chain, across the service operation. That's not a strategy problem. It's an execution problem—and execution is precisely where British firms are weakest.

The firms already struggling with management capability are about to face a step-change in complexity. AI implementation requires exactly the skills that 82% of UK managers never received training in: project management, process redesign, change management, performance measurement. The productivity gap between well-managed and poorly-managed firms, already substantial, will widen further as AI amplifies the difference.

Meanwhile, the talent pipeline still points in the wrong direction. The MBA graduates heading to McKinsey will advise clients on AI transformation. They won't be the ones making it happen inside the mid-sized manufacturers and service businesses that most need to adapt. The allocation gap that already costs the UK billions in lost productivity is about to become an AI implementation gap—with the same structural causes and the same firms paying the price.

What might change

The honest answer is that the incentive structures are remarkably stable. Consulting firms will continue paying premium salaries because their business model supports it. Business schools will continue optimising for placement metrics because rankings reward it. Students will continue choosing the highest-paying options because that's rational behaviour.

But there are pressure points worth considering.

Some firms are beginning to recognise that paying consulting rates to have McKinsey tell them what's wrong is less valuable than having someone who can actually fix it. The 91% of manufacturers who report taking on more responsibility to train their own workforces are responding to a market that doesn't serve them. Whether this crystallises into alternative credentialing systems or employer-led management development programmes remains to be seen.

The productivity conversation is also shifting. As labour markets tighten and the costs of poor management become more visible, there may be greater appetite for interventions that actually work rather than reports that document the problem. The UK will need to recruit over 120,000 additional managers by 2030. Where they come from, and how they're trained, matters.

German-style dual education systems are difficult to transplant—they depend on employer coordination and institutional trust built over decades. But the principle that management development should connect to operational reality rather than academic abstraction is portable. Some of the best operational managers I've encountered never did an MBA. They learned by doing, with structured support, in environments that valued getting things done.

The glamour gap between entrepreneurship and operations is real. Closing it requires more than reshuffling credit hours. It requires changing what business schools signal about what matters, what employers are willing to pay for, and what ambitious people aspire to become.

The takeaway

Britain's productivity gap has many causes, but management capability is one we could actually address. The evidence is robust: better-managed firms are substantially more productive, and the UK has too many poorly-managed firms. The pipeline that should fix this is broken at both ends—most managers never get trained, and the ones who do get channelled away from the firms that need them most.

This isn't a market failure that will self-correct. The incentives are aligned against it. But recognising the problem clearly is a start. The 82% of accidental managers deserve better. The mid-sized firms stuck in low productivity deserve access to trained talent. And the business schools collecting £100,000 per MBA might consider whether their output serves the economy that funds them, or just the consulting firms that recruit from them.
